MY tourist friend Denis wanted to know about Cape Town's new "nuisance by-law", now that it has been "tweaked".

"Well, it can only enhance the image of the city, if I may quote mayoral committee spokesman Simon Grindrod," I replied.

"How?" asked Denis. "I see you are no longer allowed to answer a call of nature in a public place even if there are no toilets available. What is a person short-taken supposed to do?"
